The Tampa Bay area sits in the most lightning-struck region of the United States, and the geography that causes it is right outside Oldsmar’s front door. Sea breezes push in off the Gulf and off Old Tampa Bay, collide over the peninsula on a summer afternoon, and build the storms that give this stretch of Florida its reputation.
Now look at the average Oldsmar lot: bigger than the county norm, fairly open, with one dominant oak or slash pine standing well above everything around it. That tree is the tallest object for a considerable distance, and it is where the strike goes.
What a strike actually does to a tree
Sometimes nothing you would notice. Sometimes a strip of blown-off bark running the length of the trunk, where the sap flashed to steam and the cambium beneath it died. That damage does not announce itself immediately. What you see, usually a season later, is a tree thinning from the top, dropping small limbs, and declining on one side, and most people put it down to age or drought.
A struck tree that keeps enough living cambium can recover fully. A struck tree that has lost a continuous strip of it is on a slow decline and becomes a hazard on a fairly predictable schedule. Working out which one you have is an assessment job, and it is worth doing before you spend money on fertilizer for a tree that is already finished.
For high-value trees in exposed positions, a properly installed tree lightning protection system, a copper conductor run from the crown to a ground rod, gives the current a path to earth that is not the tree’s own tissue. It is not a common service around here. It is worth asking about for a specimen oak you would not want to lose.
The ordinary pruning work
Oaks. Crown cleaning for interior deadwood, crown raising for clearance over roofs and drives, crown reduction for the over-extended limbs. Cut to ANSI A300, specified before the crew starts.
Slash pines. Deadwood and broken tops only. Pines have no dormant buds in old wood, so anything removed from the crown never grows back and every cut is permanent. In particular, never let anyone strip the interior of a pine’s limbs and leave tufts on the ends, that puts all the weight at the tip of the lever.
Cabbage palms. Dead fronds and seed stalks off; green fronds stay on. The shaved "hurricane cut" weakens a palm and buys no storm protection.
Bayou-edge vegetation. The mangrove and buttonwood along Mobbly Bayou and the Old Tampa Bay shoreline are governed by their own article of the county code and by the state mangrove act, not by the tree rules, we do not cut them on a homeowner’s request.

Severe pruning is regulated
Pinellas County’s Article XIX defines "effectively remove" to include topping, defoliating and excessive root pruning, and treats an effectively removed tree exactly like a removed one: permit required, $150 per DBH inch without one, and the contractor jointly liable with the property owner. It applies inside Oldsmar city limits.
Oldsmar’s own code. Land Development Code Article XII, § 12.2. The article is written around site development, § 12.5(4) ties it to development actions requiring a building permit, and it does not clearly state what an ordinary homeowner needs before pruning. Frequently asked questions
My oak has a long strip of missing bark down the trunk. Was it hit? Very possibly. A lightning strike typically leaves a narrow track of blown bark and dead cambium running down one side. Whether the tree survives depends on how much of the conducting tissue remains, which is an assessment, not a guess from the driveway.
Does trimming reduce lightning risk? No. Height and isolation determine where lightning goes, and pruning does not meaningfully change either. What reduces the consequences is a lightning protection system, and what reduces storm risk generally is deadwood removal and end-weight reduction.
Is it worth protecting a tree from lightning? On a specimen tree you would genuinely miss, a large live oak shading the house, or a landmark tree on a property, often yes. On a laurel oak already near the end of its useful life, spend the money elsewhere. We will say which is which.
Do I need a permit to prune in Oldsmar? Not for routine maintenance pruning. Severe pruning is different: the county’s code counts topping and heavy defoliation as effectively removing the tree, which triggers the permit requirement and the per-inch penalty.
