Safety Harbor has some of the oldest and largest live oaks in Pinellas County, concentrated around Philippe Park and along the bluff above Old Tampa Bay. On trees at that scale the right answer is usually keep it, and we would rather say that out loud than sell a removal that did not need to happen.
The city agrees, and its code is built accordingly. Safety Harbor will approve a removal only when one of a defined set of criteria is met, hazard, major decline, disease or infestation, defective structure, or a construction conflict that cannot be designed around. "I do not like the leaves" is not on the list, and the city denies applications.
The free inspection nobody uses
Here is the single most useful thing about working in this city, and almost no homeowner knows it: the City Arborist will inspect your tree for free, before you apply for anything. The permit application says so on its face. If the tree turns out to be dead, and a "Dead Tree" is expressly excluded from the definition of Protected Tree, that inspection is what confirms it and saves you the permit entirely.

The bluff is a real engineering factor
The ground itself changes the work. Lots on the bluff above the bay are sloped, sometimes steeply, and that does three things: it limits where a crane can sit and still be level, it changes the geometry of a lean (a tree leaning downslope has more mechanical advantage than the same lean on flat ground), and it means the drainage under a root plate is completely different from a flat lot two streets inland.
Add exposed bay frontage, wind that has crossed open water with nothing to slow it, and the failure pattern on the waterfront row is genuinely different from the sheltered interior streets.
That is where matching the machine to the tree stops being a brochure line. The equipment is chosen for the tree rather than the other way round: a spider lift for a tight side yard, bucket trucks and grapple trucks for the wood and brush, a crane on the technical picks.

What the rules cost
Any protected tree four inches DBH or greater needs a permit, no homestead carve-out, so the county’s 24-inch number does not reach this city. Multi-trunk trees sum the four largest stems, which catches clumping trees nobody thinks of as protected. Replacement runs from 1:1 up to 5:1 by size, with per-inch fees that double on non-homesteaded property.
And Grand Trees, ten named species, 26" DBH minimum, a 3.5 condition rating and a points score, add a flat $1,500 tree bank payment on a homesteaded property, $3,000 on any other, on top of the per-inch fees. That is a very good reason to find out what your oak is before you plan anything.

Is my oak a Grand Tree? Find out before you commit to anything. Species, 26 inches DBH, a condition rating of 3.5 or better and a points total all have to line up, and if it qualifies, the flat tree-bank fee alone is $1,500 or $3,000.
Can I prune a Grand Tree without a permit? Pruning does not need a permit, but before working any limb six inches or larger at its base a Certified Arborist has to file an affidavit with the city describing the work. Under six inches, a homeowner can prune without one.
Should I be removing this oak at all? Often the honest answer is no. Reduction pruning and cabling keep a great many of these trees standing safely for decades, and the city will refuse a permit for a tree healthy and sound enough to be worth preserving.
A storm damaged my tree. Is that exempt? No. The only storm language in the code covers pruning after a declared state of emergency at the direction of a government agency. Removal still runs through the permit, where hazard is a ground for approval and drops mitigation to a flat $100 per tree.
