Two facts govern nearly every tree job on this island, and neither is obvious from the street.
One: Tierra Verde is unincorporated. There is no City of Tierra Verde and no Tierra Verde tree ordinance. You are under Pinellas County’s code, which was completely rewritten effective January 23, 2026, and the permit comes from the county, not a city hall. That is a different application, a different portal and a different penalty schedule from the beach cities immediately north of you. Two: most of what grows at the water’s edge here is not a tree question at all. Tierra Verde is overwhelmingly waterfront, which means nearly every lot has vegetation along a shoreline, and where that vegetation is mangrove, it sits under the Florida Mangrove Trimming and Preservation Act, with authority delegated to Pinellas County under a separate article of the county code. A tree permit does not cover it. Neither does the state statute that lets a homeowner remove a dangerous tree, that law expressly does not reach mangroves.
Which means identification is step one
Mangrove, buttonwood and sea grape look similar to most homeowners, grow in the same band along the same seawalls, and answer to completely different bodies of law. Getting that call wrong is not a paperwork problem; mangrove violations run under a separate enforcement regime entirely.
So on a Tierra Verde waterfront job, the first thing that happens is that somebody who knows the difference stands at the water’s edge and identifies what is actually growing there. That is not billable theater. It decides whether the work is a county tree permit, a mangrove approval, or nothing we should be touching at all.
The rest of the island
Away from the shoreline the picture is ordinary barrier-island arboriculture: sabal, queen and washingtonia palms, sea grape, buttonwood, and the salt-tolerant natives that hold up here. Salt aerosol, fast-draining sand and root-zone salinity after high water dominate the health picture, exactly as they do on the beaches. Frond and seed-pod management over pool decks, docks and parked cars is the constant maintenance job.
Access is its own constraint. The Pinellas Bayway is the way on and off, the residential streets are narrow, and canal frontage sits under most of the work. That is where the machine has to suit the lot: a crane to lift a stem clear of a seawall and a dock, a spider lift that fits a side yard, bucket trucks and grapple trucks for the wood and brush, all of it worked out before a date is promised.
Tierra Verde is also heavily deed-restricted. Association approval is a separate track from the county permit, and neither substitutes for the other. We will tell you at the estimate which order to do them in.

Is that thing on my seawall a mangrove? Maybe, and it is worth finding out before anyone trims it. Mangroves are regulated under state law delegated to Pinellas County, and no tree permit or arborist letter authorizes work on them.
My tree is dead. Do I still need a permit? Yes. Pinellas County’s new article contains no dead-tree, hazardous-tree or storm exemption at all. A dead tree grades 0, which means no replanting is owed, but the permit is still required.
Does my HOA need to approve it as well? Very likely. Deed restrictions here are extensive and association approval is separate from the county permit. We flag it at the estimate rather than after.
