Happy’s Tree Service has worked this county since 1989. Not the region, the county. Everything from the Anclote River down to the Bayway, and out onto every barrier island in between.
Staying inside one county is a deliberate choice, and this page is the clearest illustration of why. Eighteen jurisdictions here write their own tree rules and they genuinely disagree with each other. Gulfport’s permit threshold is six inches DBH and its permit is free. Pinellas Park’s is four and a half. Clearwater protects ornamental trees from two inches. Tarpon Springs protects cabbage palms at any size. Palm Harbor and Tierra Verde are unincorporated and follow the county’s code, which was completely rewritten in January 2026.
A crew driving in from another county does not know any of that, and it is the homeowner who pays the penalty.
