Sooner or later, on a barrier island, somebody asks for a view.
It is a completely reasonable request, you bought a house on a couple of hundred yards of sand between the Gulf and the Narrows, and a sea grape has grown up in front of the water. The problem is that the way most people get it done is the way that costs them the plant, and occasionally costs them rather more than that.
View pruning, done properly
There is a real technique here and it is not "cut the top out."
Windowing, selectively removing whole branches to open a sightline through the canopy, leaving the rest of the plant intact and the crown structure unchanged. You look through the tree rather than over it, and the plant does not react by throwing up a wall of sprouts.
Crown raising, lifting the lower canopy so you see underneath. On a multi-stem sea grape this is often the whole answer, and it produces something that looks like a small tree instead of a hedge.
Selective reduction, shortening specific limbs back to live laterals to bring the profile down a little without topping.
What none of that involves is shearing the plant flat at a fixed height. Sheared sea grape produces a dense outer shell, dies out in the middle, loses its natural form, and needs doing again every few months forever. It also runs straight into the county’s rules.
The rule that turns a haircut into a violation
Pinellas County’s tree code defines "effectively remove" as cutting a tree back so far that its natural function and form are severely impacted, and names topping and defoliation specifically. An effectively removed tree is regulated as a removed tree, permit required, $150 per DBH inch without one, and joint liability between the property owner and the contractor.
On this island, remember that the county protects every palm six feet or taller as a tree. And any sea grape on or near the dune is subject to a separate jurisdiction altogether.
Gulf-side, the Coastal Construction Control Line changes the law under your feet: seaward of it, damaging dune vegetation is prohibited by F.S. §161.053(2)(a), with fines to $15,000 a day, while maintenance that leaves native plants healthy, pruned to the ANSI A300 standard, is exempt. Sea oats and sea grape carry statewide protection of their own (§161.242). Where the line crosses a given parcel is an FDEP Map Direct lookup, and we make it before quoting.
The city’s article reaches pruning in two places worth knowing. Designated specimen trees, hardwoods from 36 inches DBH, softwoods from 20, may not be trimmed, pruned or altered without a permit (§106-56(3)). And any company pruning street or park trees needs a city license with proof of insurance, with topping of public trees unlawful outright (§§106-36, 106-42). Your own yard trees under specimen size prune freely, to standard, which is the part we bring.
On the Narrows side the mangrove act governs: your own hands are lawful only on mangroves under 10 feet, cutting no lower than six, with chemicals and defoliation off the table entirely. The 10-to-24-foot band is Professional Mangrove Trimmer work, ISA Certified Arborists qualify by statute, and everything else is an individual permit from Pinellas County, the delegated authority, at (727) 453-3385. FDEP’s own guidance adds a practical note: October through March is the kindest season to trim.

Palms and the rest of the island landscape
Cabbage palms, dead fronds and seed stalks off, green fronds on. The shaved "hurricane cut" removes a palm’s food supply and a good part of its wind resilience, and it buys you nothing. On an island where the palms are the storm exposure, that is not a trade worth making.
Queen palms need their heavy fruit stalks removed before they drop, and they are far less salt-tolerant than the cabbage palms beside them, which is why so many of them are still struggling after the 2024 surge.
Buttonwood takes pruning well and makes a genuinely good small island tree, but it is folded into the county’s definition of a protected tree alongside mangroves, so it is not a free-for-all.
Timing and access
Pre-season work belongs in spring, before the wind gets serious. Lots here have no rear access on most blocks, so lifts set up on the street and debris comes out the front, which means the schedule works around Gulf Boulevard traffic rather than ignoring it.

Frequently asked questions
Can you cut my sea grape down so I can see the water? We can open a view through it, lift it, or reduce it, and we will show you what each looks like before we start. What we will not do is shear or top it, because that destroys the plant and, cut hard enough, it counts as effectively removing a protected tree.
How often does sea grape need maintaining? Managed as a small tree rather than a hedge, far less often than most people expect, the natural form does most of the work. It is shearing that creates the endless maintenance cycle.
My neighbor’s tree blocks my view. What can I do about it? Not much unilaterally, and nothing at all over the property line without permission. That is a conversation to have with your neighbor first; we are happy to quote work once you both agree what is happening.
Should I get the palms cut back before hurricane season? Dead fronds and seed stalks, yes. Green fronds, no. Stripping a palm weakens it and does not improve its odds in a storm.
