Property values in Belleair are held up by three things: the water, the golf, and the trees. The first two you cannot change. The third one you can lose in an afternoon, to somebody with a chainsaw and a flat rate.

Pruning in this town is a preservation job, not a clearance job. The brief is to keep large, old, valuable trees structurally sound and looking like themselves for another few decades, which means less cutting, more thinking, and a written specification before anyone leaves the ground.

What that looks like on a Belleair property

Crown cleaning is the backbone. Mature live oaks shed interior limbs continuously as the outer canopy shades them out, and that accumulated deadwood is what ends up on a car, a slate roof or a guest. Removing it is the highest-value pruning available and it costs the tree essentially nothing.

Selective end-weight reduction. Live oaks build long horizontal limbs, and on the older estate lots those limbs now run thirty or forty feet with nothing under them. Shortening them back to a live lateral pulls the leverage in without changing the shape of the tree. This is the correct alternative to topping and it is not the same thing.

Cabling and bracing. On a tree worth keeping, hardware very often beats cutting. A dynamic cable between co-dominant leaders, or a brace rod through a weak union, can carry a heritage-scale oak for decades. It is a maintenance commitment, systems need inspecting on a cycle, and it is one of the services Happy’s has been providing in this county since 1989.

Golf-corridor trees behave differently

Pelican Golf Club’s course was originally laid out in 1925 by Donald Ross, and a century of that corridor shape shows in the boundary trees. A tree with woodland on one side and open fairway on the other grows hard toward the light, building long unsupported limbs over the open side and loading its weight in the direction it has the least support. The right answer is reduction on the extended side, bringing the end weight in while keeping the crown, not amputation at a convenient point.

Topping is regulated, not just frowned upon

Pinellas County’s tree code defines "effectively remove" to include topping, defoliating and excessive root pruning, and treats an effectively removed tree exactly like one that was cut down: permit required, $150 per DBH inch if there wasn’t one, and joint liability between the property owner and the contractor. That applies in Belleair, and the Town’s own ordinance applies on top of it.

Remember too that Belleair, Belleair Bluffs, Belleair Beach and Belleair Shore are four separate municipalities with four separate codes.

On pruning specifically, § 102-118.1 requires clearances of 8 feet over sidewalks and 14 feet over roadways, and requires removal of dead, diseased or dangerous trees. Belleair Bluffs adopts the Pinellas County ordinance by reference (§ 102-118). Belleair Beach opted out of the county ordinance with no removal-permit provision found, and no tree article was located at all for Belleair Shore. Cabbage and queen palms: dead fronds and seed stalks off, green fronds left on, no hurricane cuts. Structural oak work belongs in the late-winter-to-spring window, before the season. Deadwood work is any time.

Frequently asked questions

My oak has a limb over the roof. Remove it or support it? On a sound, valuable tree, usually reduce and support. Taking a major limb off a mature oak leaves a large wound, an entry point for decay and a permanent gap in the crown. End-weight reduction plus a cable manages the risk and keeps the tree.

How often do cables need checking? On a cycle, they are not fit-and-forget. Hardware needs inspecting and occasionally adjusting as the tree grows. Anyone who installs a cable and never mentions inspection has sold you half the job.

Does the Town of Belleair require anything for pruning? Ordinary maintenance pruning, generally no. Severe pruning is a different matter, the county code treats topping and heavy defoliation as effectively removing the tree, and the Town’s own ordinance applies alongside. We check before the work is scheduled.

Will you protect the lawn and beds? Yes. On estate properties we work from the hard surface where we can, use the crane’s reach rather than driving on turf, and mat or board any route a machine has to take. Compaction damage to a root zone is not repairable, so avoiding it is part of the job.
